رئيس الكوركاس يتباحث مع رئيس مجلس البرلمان المكسيكي

أجرى السيد خليهن ولد الرشيد رئيس المجلس الملكي الاستشاري للشؤون الصحراوية، يوم الجمعة بمقر المجلس بالرباط, مباحثات مع رئيس مجلس النواب المكسيكي السيد خورخي ثيرمينيو إنفانتي.

وأوضح السيد ثيرمينيو في تصريح للصحافة, أن هذه المباحثات تمحورت حول المبادرة المغربية للتفاوض بشأن تخويل الأقاليم الجنوبية للمملكة حكما ذاتيا, وسبل تطوير علاقات الصداقة والتعاون بين البلدين في مختلف المجالات
ويقوم السيد ثيرمينيو , على رأس وفد برلماني هام , بزيارة رسمية للمغرب تستمر إلى غاية 27 ماي الجاري.

ويتكون الوفد المكسيكي بالخصوص من السادة خانيتو غوميز باسيياس, أمين رئاسة مجلس النواب (حزب التحالف الجديد) وجرغادو بويغانزا سالميرون رئيس لجنة العلاقات الخارجية بالمجلس (حزب العمل الوطني) وصامويل أغيلار سوليس عضو نفس اللجنة (الحزب الثوري المؤسساتي).

وكان رئيس مجلس النواب المكسيكي قد أجرى مباحثات يوم الخميس مع رئيس مجلس النواب السيد عبد الواحد الراضي ورئيس مجلس المستشارين السيد مصطفى عكاشة والسيد فتح الله ولعلو وزير المالية والخوصصة والسيد الطيب الفاسي الفهري الوزير المننتدب في الشؤون الخارجية والتعاون.

Sr. Khalihenna Ould Errachid, presidente del Consejo Real Consultivo para los Asuntos del Sahara, se entrevistó el viernes en la sede del Consejo en Rabat, con Sr. Jorge Zermeno Infante, presidente de la Cámara de diputados mexicana.

El encuentro era una ocasión para ambas partes para discutir de la iniciativa marroquí para la negociación de un estatuto de autonomía para la región del Sahara y los medios para promover las relaciones de amistad y de cooperación entre los dos países en diferentes ámbitos, declaró Sr. Zermeno a la prensa a finales de esta entrevista.

Es de señalar que Sr. Jorge Zermeno Infante efectúa, del 24 al 27 de este mes, una visita oficial a Marruecos al frente de una importante delegación parlamentaria, por invitación del presidente de la Cámara de Diputados.

La delegación mexicana se compone especialmente de Sr. Jacinto Gómez Pasillas, secretario de la presidencia de la cámara de diputados (del partido de la Nueva Alianza), Sr. Gerardo Buiganza Salmeron, presidente de la comisión de relaciones exteriores de la cámara (del partido Acción Nacional) y Sr. Samuel Aguilar Solis, miembro de la misma comisión (del partido Revolucionario Institucional).

El presidente de la Cámara de diputados mexicana se entrevistó el jueves con los presidentes de las dos cámaras del parlamento, Sr. Abdelwahed Radi y Mostapha Oukacha, así como Sr. Fathallah Oualalou, ministro de Finanzas y Privatización, y Sr. Taïeb Fassi Fihri, ministro delegado en los Asuntos Exteriores y la Cooperación.

The chairman of the Royal Advisory Council for Saharan Affairs, Mr. Khalihenna Ould Errachid, held discussions, Friday at the Council’s headquarters, with the president of Mexican House of Representatives Mr. Jorge Zermeno Infante.


Talks focused upon the Moroccan initiative to negotiate an autonomy statute for the Sahara and means to promote co-operation and friendly relationships between the two countries in various fields, declared Mr. Zermeno to the media at the end of this meeting.

Mr. Jorge Zermeno Infante is in official visit in Morocco from May 24 to 27, leading an important parliamentary delegation at the invitation of the president of the Moroccan House of Representatives.

The Mexican delegation is made up of Mr. Jacinto Gomez Pasillas, secretary of the presidency of the House of Representatives (New alliance Party), Jergardo Buiganza Salmeron, president of the Commission of Foreign Relations (National Action party) and Samuel Aguilar Solis, member of the same commission (Institutional Revolutionary Party).

أوساط بيروفية تنوه بالمبادرة المغربية في الصحراء الغربية

نوهت أوساط سياسية وبرلمانية وأكاديمية بيروفية بالمبادرة المغربية بمنح حكم ذاتي موسع للأقاليم الجنوبية في إطار الوحدة الترابية للمغرب وسيادته.
وقال رئيس جامعة ريكاردو ليما رئيس الجمعية الوطنية لرؤساء الجامعات إيفان رودريغيز شافيز في رسالة إلى سفير المغرب في ليما السيد عبد الرحيم المهندس: "إننا ننوه بمبادرة حكومتكم التي تم تقديمها إلى الأمين العام للأمم المتحدة ونعرب لكم عن أملنا في أن تساهم هذه المبادرة في حل النزاع بين الأطراف".
وأعرب عضو مجلس الشيوخ غيدو لومباردي إلياس في رسالة مماثلة, عن تهانئه للمغرب على هذه المبادرة وعن اقتناعه بأن مصادقة مجلس الأمن الدولي على القرار رقم1754 ستساهم في إيجاد حل "سريع وعادل لمشكل الصحراء".
وأضاف "إن موافقة مجلس الأمن على هذا القرار بالإجماع لايمكنه إلا أن يقصر الآجال للتغلب نهائيا على هذا الخلاف السياسي, مع ضمان الشفافية التامة لمسلسل الحكم الذاتي".

Différents milieux péruviens saluent l'initiative marocaine d'autonomie au Sahara occidental

Différents milieux politiques, parlementaires et académiques péruviens saluent l'initiative marocaine d'octroyer une large autonomie au Sahara dans le cadre de l'intégrité territoriale et de la souveraineté du Maroc.
"Nous saluons cette initiative de votre gouvernement présentée au Secrétariat Général des Nations Unies et nous vous exprimons notre souhait que ladite initiative contribuera à résoudre le différend entre les parties", a affirmé le recteur de l'Université Ricardo Lima, président de l'Assemblée Nationale des Recteurs, M. Ivan Rodriguez Chavez, dans une lettre adressée à l'ambassadeur du Maroc à Lima, M. Abderrahim Mohandis.
Dans un message similaire, le congressiste Guido Lombardi Elias exprime ses félicitations au Maroc pour cette initiative et sa "conviction" que l'adoption par le Conseil de Sécurité de l'ONU de la résolution 1754 contribuera à une "prompte et juste solution du problème du Sahara".
"Le fait que le Conseil de Sécurité de l'ONU ait adopté ladite résolution à l'unanimité ne peut qu'écourter les délais pour surmonter définitivement le différend politique, tout en garantissant la pleine transparence du processus d'autonomie".

يومية بوركينابية: الحل المغربي في الصحراء الغربية مسؤول ومتوافق مع الشرعية الدولية

كتبت يومية (سيدوايا) البوركينابية اليوم الثلاثاء، أن المبادرة المغربية للتفاوض بشأن نظام للحكم الذاتي للصحراء "مبتكرة ومسؤولة ومفتوحة وتتوافق مع الشرعية الدولية".

وأضافت الصحيفة أن المقترح المغربي يعد "مبادرة توافقية" تفتح المجال للحوار والانخراط في مفاوضات بغية التوصل إلى تسوية نهائية لقضية الصحراء، مشيرة في هذا الصدد إلى أن مشروع الحكم الذاتي يدعو إلى "إقامة مجتمع ديمقراطي وحداثي، قائم على دولة الحق والقانون والحريات الفردية والجماعية والتنمية الاقتصادية والاجتماعية في اتجاه مستقبل أفضل لصالح سكان المنطقة".

وأشارت (سيدوايا) إلى أن المقترحات السابقة الرامية إلى تسوية هذا النزاع أبانت كلها عن محدوديتها، ومن تم - تضيف اليومية - تبرز أهمية المبادرة المغربية للتفاوض بشأن نظام للحكم الذاتي للصحراء.

وأكدت اليومية أن الحكم الذاتي الذي يدعو إليه المغرب يندرج في إطار "دينامية إيجابية وبناءة" من شأنها ضمان مكانة ودور السكان الصحراويين "من دون تمييز ولا إقصاء داخل هيئات ومؤسسات المنطقة".

وأضافت أن المبادرة ستساهم في وضع حد للانفصال والنفي عبر التشجيع على مصالحة أبناء الصحراء. وبعدما ذكرت بالخطوط العريضة للمقترح المغربي، خلصت اليومية البوركينابية إلى كون هذه المبادرة تمنح أبناء الصحراء سواء أكانوا بالداخل أو الخارج " فرصة لتدبير شؤونهم بأنفسهم وبشكل ديمقراطي" عبر مختلف الهيئات (التشريعية والتنفيذية والقضائية) التمثيلية

الحزب الديمقراطي الاشتراكي الموريتاني يؤكد دعمه للمغرب

أكد الحزب "الديمقراطي الاشتراكي" الموريتاني دعمه لصاحب الجلالة الملك محمد السادس وللشعب المغربي في قضية وحدته الترابية.

وقال بلاغ للحزب وزع يوم الاثنين على جميع السفارات والممثليات الدولية بنواكشوط "نحن أطر الحزب الديمقراطي الاشتراكي نعلن بحزم وعزم دعمنا ومساندتنا لصاحب الجلالة الملك محمد السادس وللشعب المغربي الشقيق إثر الهجمة العدوانية من بعض دول المنطقة وكذلك بعض التصريحات الهادفة إلى فصل الصحراء عن المملكة المغربية".

وطالب البلاغ أعضاء مجلس الأمن الدائمين والاتحاد الافريقي والجامعة العربية ومنظمة المؤتمر الاسلامي والاتحاد الاوروبي, بعدم التدخل في الشؤون الداخلية للمغرب وعدم المساس بوحدته الترابية.

وأضاف البلاغ أن "الصحراء عرقيا وتاريخيا مغربية وسكانها متساوون مع كل المغاربة الآخرين أمام القانون".

وأبرز البلاغ أن الحزب يتخذ هذا "الموقف التاريخي" إيمانا منه "بطموحات ومتطلبات الاستقرار الاقليمي العربي والافريقي وتمشيا مع ما يفرضه الوقت الراهن من ضرورة بناء مغرب عربي صلب ومتين في قارة تطبعها الحروب والنزاعات العرقية والقبلية والطائفية", مشيرا الى أن المستعمر هو الذي كان وراء تقسيم بلدان وشعوب يربط بينها العرق والدين والتاريخ

Sahara occidental: le PSD mauritanien soutient le Roi et le peuple marocain

Le Parti social démocrate (PSD) mauritanien a exprimé son soutien à SM le Roi Mohammed VI et au peuple marocain, concernant la question de l'intégrité territoriale du Royaume.

Dans un communiqué transmis lundi aux ambassades et représentations étrangères à Nouakchott, le parti souligne que l'ensemble de ses cadres "expriment leur ferme appui à SM le Roi Mohammed VI et au peuple marocain frère suite au discours agressif qu'entretiennent certains pays de la région à l'encontre du Maroc et aux déclarations suggérant de couper le Maroc de son Sahara".

Le parti appelle les membres permanents du Conseil de sécurité ainsi que les membres de l'Union africaine, de la Ligue arabe, de l'Organisation de la Conférence islamique (OCI) et de l'Union européenne à ne pas s'ingérer dans les affaires intérieures du Maroc et à ne pas porter atteinte à son intégrité territoriale.

"Le Sahara est historiquement marocain et ses habitants, comme l'ensemble des Marocains, sont égaux devant la loi", ajoute le parti.

"Cette position historique du parti, conclut le communiqué, émane de sa conviction quant aux exigences de la stabilité régionale, arabe et africaine, et particulièrement la nécessité d'édifier le Maghreb arabe sur des bases solides dans un continent ravagé par les guerres et les conflits ethniques, tribaux et sectaires".

ملك السعودية يؤكد موقف بلاده الداعم لوحدة التراب المغربي

أكد خادم الحرمين الشريفين الملك عبد الله بن عبد العزيز آل سعود، ملك المملكة العربية السعودية، موقف بلاده الداعم للوحدة الترابية للمملكة المغربية.

وجدد خادم الحرمين الشريفين في بيان مشترك صدر في أعقاب الزيارة الرسمية التي قام بها خادم الحرمين الشريفين إلى المغرب يومي17 و18 ماي الجاري بدعوة كريمة من أخيه صاحب الجلالة الملك محمد السادس ، تأييد المملكة العربية السعودية للجهود التي تبذلها المملكة المغربية ، لا سيما قرار صاحب الجلالة الملك محمد السادس إنشاء المجلس الملكي الاستشاري للشؤون الصحراوية.

كما أكد الملك عبد الله تأييده لمبادرة جلالة الملك بشأن نظام الحكم الذاتي لجهة الصحراء في إطار السيادة المغربية، والتي لقيت ترحيبا وتنويها كبيرين على الصعيد الدولي.

وأعرب عن أمله في أن تسهم هذه المبادرة في إيجاد حل نهائي لنزاع الصحراء المغربية انسجاما مع الجهود التي يبذلها المجتمع الدولي تحت إشراف الأمم المتحدة، وبما يخدم الاستقرار والتنمية والتطور في المنطقة المغاربية.

Un envoy informs Spain of preparations to launch negociations between the parties in the western Sahara

Personal Envoy of the UN secretary General for the Sahara, Peter Van Walsum informed, here Friday, Spanish Foreign minister Miguel Angel Moratinos of the "consultations he is undertaking to prepare negotiations between the parties."

According to a communiqué of the Spanish Foreign ministry, this issue was evoked at a business lunch in the Spanish capital.

On April 30, the United Nations Security Council passed Resolution 1754 that calls upon the parties to enter into negotiations "without preconditions in good faith," with a view to achieving a just, lasting and mutually acceptable political solutions.

Morocco submitted, on April 11, a proposal to the UN Security to solve the three decade-old dispute Sahara dispute with the separatist Polisario movement over the Sahara issue, which broke out in 1976, a year after the Spanish colony was ceded under the Madrid Accord.

In its resolution, the Council also calls upon "the parties and States of the region to continue to cooperate fully with the United Nations and with each other to end the current impasse and to achieve progress towards a political solution", reads the resolution in an allusion to Mauritania and Algeria. The latter, despite its political, diplomatic, financial, logistic and military support to the separatists, has always denied any involvement in the dispute. An argument that is not shared by Mr. Walsum who, in a statement to MAP bureau in New York in April 20, insisted that Algeria plays a "preeminent and dominant role" in the Sahara issue.

“Algeria has in this whole dossier (Sahara issue) played an absolutely preeminent, dominant role ever since 1975,” said the Senior UN official following a closed hearing of the Council on the Sahara issue.

“I have to say it would be totally dishonest if I didn’t mention that they (Algerians) played an important role" in the conflict, he said, noting that "if there is one thing I've learnt in this one year and a half (as a Personal envoy), it is not to try to formulate exactly the role of Algeria," a country that insists "it is not a part in the conflict".

ONG solicita apoyo presedente CS ONU para poner fin sufrimientos de los secuestrados en Tindouf

El Comité especial encargado del Sahara marroquí en Europa (CSCSME, por sus siglas en francés) solicitó el apoyo del presidente del Consejo de Seguridad de la ONU para poner fin a los sufrimientos de las familias saharauis secuestradas por el +Polisario+ en los campos de Tinduf, en el suroeste de Argelia.

"Solicitamos su apoyo para que estas familias puedan recuperar su libertad y sus niños deportados en Cuba y en otros países de África", subraya el presidente del CSCSME, El Hasan Benhamu en una carta dirigida al presidente del Consejo de Seguridad para este mes, Emyr Jones Parry.

"Llamamos a su sentido humano para intervenir ante la comunidad internacional con el fin de denunciar las condiciones carcelarias sórdidas e innobles en que viven estas familias", precisa Benhamu.

Considera también que el proyecto de autonomía propuesto por Marruecos en el Sahara, es la "única solución" que puede salvar a estas familias de las vejaciones que sufren por parte de los separatistas del +Polisario+, apoyados por Argelia.
El presidente del CSCSME denuncia, en la misma carta, el bloqueo impuesto a las población saharaui en los campos de Tinduf, el desvío de la ayuda humanitaria, comprobados por varios informes de ONGs humanitarias, el rechazo de la realización del censo de las familias secuestradas, constatado en varias ocasiones por el Alto comisionado de la ONU para los Refugiados (ACNUR) y Amnistía Internacional y la reciente suspensión de las permisos de salida de los campos.

NGOs call for EU intervention to end slavery in Tindouf camps in western Sahara

an NGOs action group urged the European Union (EU) to step in to implement urgent and necessary measures to end slavery practices that smear the Polisario-run camps of Tindouf, southwestern Algeria.

In letters addressed to several EU bodies (EU Presidency, European Commission (EC) and European Parliament), the action group said "it has learnt with stupefaction that this practice still prevails, in complete impunity and behind the scene, in the camps of Tindouf."

The action group, which musters the "Union des Associations Sahraouies en Europe", the "Association pour l'Union et les Droits des Sahraouis", the NGOs "House of Peace" and "Freedom", expressed its deep dismay and decried these practices that add to the inhumane conditions endured by the populations held against their will in these camps".

Thousands of Moroccan civilians are held against their will on the Algerian soil by the Algeria-backed Polisario separatists after having been lured to join the movement in the late 70s.

The Polisario claim the independence of Morocco's Southern Provinces, The Sahara, from the rest of the country. The former Spanish colony was ceded to Morocco under the Madrid Accord signed in 1976 between Morocco, Spain and Mauritania.

In a bid to solve the three-decade old dispute over the control of the Sahara, Morocco submitted, on April 11, a proposal to the UN Security Council that suggests launching negotiations between the parties. On April 30, the UN Security Council passed a resolution calling on the parties to enter into direct negotiations to solve the problem.

In a related issue, the "comité special chargé du Sahara marocain en Europe" (CSCSME), decried, in a letter addressed to the EP Committee in charge of human rights, the humiliating treatment endured by the sequestrated populations of Tindouf and the embezzlement by the separatists of humanitarian aid destined to these people.

The NGO also called for an urgent intervention of the EC to end these populations’ plight, to stop the injustice which caused so many pain to dismembered Sahrawi families and to confront any abuse of human rights and people’s dignity, which became a common practice in these camps of shame.

Plusieurs ONG interpellent les instances européennes sur les pratiques d'esclavage à Tindouf

Un collectif d'ONG de défense des droits de l'homme basées en Belgique a appelé les instances européennes à sortir de leur mutisme et à prendre d'urgence les mesures énergiques qui s'imposent pour mettre un terme aux pratiques d'esclavage en cours dans les camps de Tindouf, en Algérie.

Dans des lettres adressées à la présidence de l'Union européenne, à la Commission européenne, au Conseil de l'Europe et au parlement européen, ce collectif d'ONG constitué de l'Union des Association Sahraouies en Europe, de l'Association pour l'Union et les Droits des Sahraouis, de l'Association House of Peace et de l'association Freedom, affirme avoir appris avec "stupéfaction, au moment où certains pays de l'UE célèbrent l'abolition de l'esclavage, que des pratiques d'esclavage sont en cours actuellement, en toute impunité et à l'abri des regards de la communauté internationale, dans les camps de Tindouf sous contrôle du polisario et des services algériens".

Le collectif exprime sa "profonde consternation" et sa "ferme condamnation" de ces pratiques "qui viennent s'ajouter aux conditions infrahumaines imposées aux populations détenues dans les camps de Tindouf à des fins mercantilistes et d'instrumentalisation politique, comme en atteste les détournements flagrants de l'aide humanitaire".

Il réitère son appel à toutes les instances européennes en vue de "mettre un terme à cette situation dramatique, traduire les auteurs et commanditaires de ces pratiques devant la justice internationale et d'interpeller l'Algérie, pays d'accueil, sur ses responsabilités dans ces forfaits commis sur son territoire".

Le collectif rappelle que "Reporters Sans Frontière" avait fait état de l'interpellation dans les camps de Tindouf, le 02 mai, par les services de sécurité du polisario de deux journalistes australiens, Mme Violeta Ayala et M.Daniel Fallshaw, qui n'ont pu retrouver leur liberté que grâce à l'intervention des Nations Unies.

L'arrestation de ces journalistes australiens et la confiscation de leur matériel, note le collectif, visaient à empêcher que l'enquête qu'ils étaient en train de mener sur les pratiques d'esclavage à l'encontre "des membres noirs" des populations des camps de Tindouf, ne soit portée à la connaissance de la communauté et de l'opinion publique internationales.

ائتلاف منظمات غبير حكومية ينبه الهيئات الأوروبية لممارساتالاستعباد بمخيمات تندوف

دعا ائتلاف لمنظمات غير حكومية للدفاع عن حقوق الإنسان , يوجد مقرها ببروكسيل , الهيئات الأوروبية إلى الخروج عن صمتها واتخاذ تدابير فعالة على وجه السرعة لوضع حد لممارسات الاستعباد بمخيمات تندوف بالجزائر
وضمن الائتلاف الذي يتكون من اتحاد الجمعيات الصحراوية بأوروبا والجمعية من أجل الاتحاد وحقوق الصحراويين وجمعية (هاوس أوف بيتش) وجمعية (فريدم), هذه الدعوة في رسائل موجهة إلى رئاسة الاتحاد الأوروبي والمفوضية الأوروبية ومجلس أوروبا والبرلمان الأوروبي, توصلت وكالة المغرب العربي للأنباء بنسخة منها يوم الخميس.

وجاء في هذه الرسائل إن الائتلاف علم "باستغراب , في وقت تخلد فيه بعض بلدان الاتحاد الأوروبي ذكرى إلغاء العبودية , بأن ممارسات للاسترقاق تجري حاليا بمخيمات تندوف تحت رقابة (البوليساريو) والمصالح الجزائرية, وذلك في إفلات تام من العقاب وفي منأى عن أنظار المجتمع الدولي".

وعبر عن "استنكاره التام" لهذه الممارسات "التي تنضاف إلى الظروف اللاإنسانية المفروضة على السكان في مخيمات تندوف لغايات تجارية ولاستغلالات سياسية, كما تشهد على ذلك عمليات التحويل الفاضحة للمساعدة الإنسانية".

وجددت الرسائل النداء إلى كل الهيئات الأوروبية بهدف "وضع حد لهذه الوضعية المأساوية وتقديم المسؤولين عن هذه الممارسات وقادتهم أمام العدالة الدولية ومساءلة الجزائر , بلد الاستقبال , حول مسؤولياتها عن هذه الممارسات المرتكبة فوق ترابها".

وذكر الائتلاف بأن منظمة (مراسلون بلا حدود) أشارت إلى توقيف مصالح أمن (بوليساريو) يوم ثاني ماي الجاري بمخيمات تندوف, لصحافيين أستراليين هما فيوليتا أيالا ودانييل فالشاو, واللذين لم يطلق سراحهما إلا بفضل تدخل الأمم المتحدة.

وسجل أن توقيف هذين الصحافيين الأستراليين واحتجاز الآلات التي يشتغلان بها, كان يهدف إلى منع استكمال التحقيق الذي كانا ينجزانه حول ممارسات الاسترقاق في حق "الأفراد السود" بين سكان مخيمات تندوف, وعدم إطلاع المجتمع والرأي العام الدوليين عليه.
